I write on behalf of the Horsham Society to enter an
objection to this application.
The Society notes that the application is for a change
of use for all floors to Class A3 with the 2nd and 3rd
floors to include ancilliary use in connection with
the A3 use. The Society also notes that as the present
use of the ground floor is A3 no change of use appears
to be required and that the area marked ‘Parking’ is
on land which, although in the applicant’s ownership,
does not form part of the application. The Society
further notes that the application makes no mention of
a Class C hotel use.
In its letter of 12 April the Society expressed its
concern, which appears to be widely shared, that it is
in the future interests of Horsham that the
possibility of the loss of this hotel use, for
centuries an established and characteristic feature of
this important town centre location, should be firmly
resisted. If the proposed change of use were permitted
no hotel use would need be provided notwithstanding
the implication in the applicant’s Design and Access
Statement of the possibility of its continuing.
